Uhm, First off, You did not make any explanations at all, how do you want us to vote ? You just wrote : Gangs. vote yes or no.

Then, It looks like it's the faction system, wich we already have. So it's a no.

its pretty misleading actually. the way i look at it i think it goes 2 ways.

1) factions (we already have that)

or

2) professions/jobs?

but I'd still vote no for both because we already have the first and the second is restrictive.
